Lufthansa lists drones as portable electronic devices. Devices up to 100 Wh are permitted in cabin baggage and may be checked under conditions, though cabin carriage is recommended. Spare lithium batteries must follow separate carry-on rules.
Lufthansa note: Lufthansa publishes an overall loose/spare-battery total of 20 that includes power banks.
